The one-base-space structure
The scenario first assigns one space to every car-owning household and none to no-car households. Subtract that household count from available spaces to find a surplus or shortage.
This is one policy model, not a determination of legal rights for every household.
Example with 532 car-owning households
With 532 car-owning households and 420 spaces, the base allocation is already short by 112. The first issue is base capacity rather than extra-car distribution.
When spaces remain after the base stage, compare them with total vehicles above the first vehicle to calculate extra-demand acceptance.

- Base remainder = spaces - base need
- Extra acceptance = remaining spaces ÷ extra demand × 100
Evidence to review with the scenario
Registered vehicles may differ from overnight occupancy, so include time-based counts and visitor data. Separate spaces unavailable for general assignment, such as accessible bays and fire access.
